China's 15-Agency Plan to Build a Carbon Footprint Management System

In June 2024, the Ministry of Ecology and Environment and 14 other agencies jointly issued the Implementation Plan for Establishing a Carbon Footprint Management System.
The Plan sets two milestones:
- By 2027: a carbon footprint management system will be initially established, with general standards for product carbon footprint accounting published, and rules for key products rolled out.
- By 2030: a well-established system covering key products, with substantially expanded accounting rules and standardised product carbon labels.
For manufacturers, product carbon footprint data will increasingly be requested by buyers and required for green procurement, and will feed directly into carbon border mechanisms abroad. Companies that start building energy data collection and product-level carbon accounting now will have a clear advantage as the standards roll out.
