The Regulations on Work-Related Injury Insurance (《工伤保险条例》), revised in 2010 and effective since 1 January 2011, define the injury insurance framework:
- Employers must enrol employees in work-injury insurance; premiums are paid entirely by the employer.
- Covered events include injuries during work, commuting accidents (with exceptions), and occupational diseases.
- Benefits cover medical treatment, wages during suspension, disability allowances and dependant pensions for fatal cases.
- Failure to enrol means the employer pays all statutory benefits itself — often a devastating cost for factories.
